What decided it

The collective harm to spatial strategy, countryside character and accessibility significantly and demonstrably outweighed the benefits of housing delivery and affordable housing provision, even applying the presumption in favour of sustainable development under paragraph 11 of the Framework.

The benefits of 50 residential units for older people and off-site affordable housing contributions were outweighed by significant harm to the spatial strategy (development in open countryside away from settlements), significant harm to the character and appearance of the countryside (suburbanisation of agricultural land), and moderate harm from limited accessibility, such that the presumption in favour of sustainable development was insufficient to tip the balance in favour of the proposal.
