What decided it
The location is suitable for the proposed two dwellings because they would not add significantly to journeys from the nearby village and existing dwellings, there are some public transport opportunities, and a new village shop would be provided nearby, such that the conflict with Policy CS2 is outweighed by these considerations and the Framework does not preclude residential development in these circumstances.
The conflict with Policy CS2 requiring development only in exceptional circumstances outside settlement boundaries was outweighed by the proximity to existing dwellings, opportunities for public transport, the forthcoming village shop, and the Framework's support for residential development in these circumstances.
