What decided it

The proposal fails to satisfy the sequential test for flood risk as required by paragraphs 159 and 162 of the Framework, with no evidence that lower-risk sites are not reasonably available, and this conflict attracts considerable weight that outweighs the benefits of housing delivery.

The significant benefits of housing delivery (9 dwellings including 2 affordable units in an area with only 4.44 years' supply) and other minor benefits were outweighed by the considerable weight of harm from conflict with national flood risk policy regarding the sequential test.
