What decided it
The laying of hardstanding to create car parking constitutes 'works' for Class A purposes and, given the scale of HS2 operations and the compound's location on or adjacent to HS2-consented land, the proposed temporary development was reasonably required in connection with those operations and therefore fell within permitted development rights.
