What decided it

The extent of the works undertaken—including erection of full height blockwork walls with new footings, new roofing, and exterior timber boarding—amounted to construction of a new building, which failed to meet the Class Q.1(a)(iii) requirement that a building brought into use after 20 March 2013 must have been in use for at least 10 years before development begins.
