Main issues, as the Inspector framed them

  • whether the proposed alterations to the first-floor window would preserve a Grade II listed building, Manor Farmhouse, and any of the features of special architectural or historic interest that it possesses

What decided it

The proposed first-floor window alteration would fail to preserve the special interest of the Grade II listed building by exacerbating existing imbalance and causing loss of historic fabric, and the identified less than substantial harm could not be justified by the private benefits offered.

The less than substantial harm to the heritage significance of the listed building could not be outweighed by the private benefits of increased light and views to the appellant's bedroom, nor by the quality of conservation works proposed, as the building remains viable and habitable without the alteration.
