What decided it
The tilted balance under NPPF paragraph 11d), triggered by the Council's inability to demonstrate a five-year housing land supply, meant the identified harms did not significantly and demonstrably outweigh the benefits of the housing development.
The collective weight of the adverse impacts (conflict with the spatial strategy, harm to character and appearance, and less than substantial harm to the listed building's setting) would not significantly and demonstrably outweigh the considerable benefits (housing delivery, affordable housing, economic benefits and open space) when assessed against the Framework as a whole, tipping the balance in favour of the appeal.
