What decided it

The combination of harm to the AONB landscape, unsatisfactory living conditions from noise, undemonstrated safe access, and lack of affordable housing provision outweighs the benefits of housing supply, even in the context of a shortfall in five-year housing land supply.

The substantial weight given to housing delivery and economic benefits was outweighed by the significant weight attributed to harm to the AONB, conflict with spatial strategy, failure to provide satisfactory living conditions, lack of safe access, and absence of affordable housing provision.
