Main issues, as the Inspector framed them
- the effect of the proposed development on highway safety and the highway network
- the living conditions of occupants of neighbouring properties, with regard to noise and disturbance
What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the proposal's significant contribution to housing delivery and the absence of unacceptable impacts on highway safety or living conditions, meant the benefits outweighed the conflict with the development plan.
The proposal conflicts with the development plan but the significant positive contribution to housing supply and associated social and economic benefits outweigh the adverse impacts when assessed against the policies of the Framework taken as a whole, applying the tilted balance under NPPF paragraph 11(d).
