Main issues, as the Inspector framed them

  • the effect of the proposed development on highway safety, having particular regard to access
  • whether the proposed development would adequately address flood risk, having particular regard to layout

What decided it

The unacceptable impact on highway safety arising from the failure to demonstrate safe and suitable access, with a substantial visibility shortfall remaining on a busy A-road, substantially outweighed the benefits of housing delivery and self-build provision.

The benefits of two dwellings including self-build housing and the reasonably sustainable location were significant but substantially outweighed by the substantial weight attached to the identified highway safety harm, resulting in the adverse impacts substantially outweighing the benefits when assessed against the Framework as a whole.
