What decided it
The Council's inability to demonstrate a five-year housing supply engaged paragraph 11(d) of the Framework, and the substantial housing benefits and sustainable location of the proposal outweighed the moderate landscape harm and development plan conflict.
The substantial benefits of housing delivery (24 dwellings including affordable and self-build units) and economic and social benefits, weighed against moderate harm to the character and appearance of the High Weald National Landscape and moderate conflict with development plan policies, meant the adverse impacts would not significantly and demonstrably outweigh the benefits when assessed against the Framework taken as a whole, tipping the balance in favour of the proposal.
