The proposal's location outside the settlement boundary in open countryside, combined with failure to meet the criteria of Policy C5 (particularly the absence of evidence that development cannot be accommodated within the settlement hierarchy and lack of a parish-based local housing needs assessment), meant it conflicted with the development plan spatial strategy which should be afforded significant weight.
The modest benefits of delivering a single dwelling and limited economic benefits were insufficient to outweigh the significant weight afforded to the conflict with the up-to-date development plan
