What decided it

The proposal conflicts with the development plan's spatial strategy by locating housing in a countryside area distant from service centres with poor accessibility, generating disproportionate travel demands, and causing significant harm to rural character, with no demonstrated housing need that could not be met within or adjacent to identified settlements.

The benefits of additional housing supply, including affordable housing provision and highway improvements, did not outweigh the identified harm to sustainable distribution of development, rural housing constraint policies, and countryside character protection.
