The absence of adequate ecological survey information to establish whether the site supports protected species or has biodiversity value, which the Inspector found could not reasonably be addressed through planning conditions, attracted significant weight that demonstrably outweighed the modest housing benefits.
The modest benefits of adding one dwelling to the housing stock and supporting rural services were significantly and demonstrably outweighed by the significant weight of unresolved biodiversity harm, such that the presumption in favour of sustainable development did not apply.
