The proposed replacement dwelling would introduce inappropriate built form into a rural location, transforming the character of the site from rural to suburban, and would not provide the environmental improvements required by Policy CP11, thereby conflicting with the development plan's spatial strategy and the Framework's requirement to protect the intrinsic character and beauty of the countryside.

The harm to rural character and appearance and the conflict with the development plan's spatial strategy significantly and demonstrably outweighed the lack of any benefits, as the proposal would result in no net gain in dwellings and no contribution to housing land supply.
