The increased size and solid roof of the proposed extension, when taken together, would result in a far more striking and substantial presence that would harm the significance of the listed building by obscuring its fundamental historic linear plan form.

The less-than-substantial (moderate) harm to the significance of the listed building was not outweighed by the environmental and usability benefits claimed, as these were to be expected given the age of the existing conservatory and did not constitute clear and convincing justification for the works.
