The limited harm to the countryside from locating development outside a settlement boundary was outweighed by the moderate benefit of supplying self-build housing to meet statutory requirements and the limited benefit of contributing to housing supply in an area with undersupply; the Framework paragraph 11d presumption in favour of sustainable development applied.
