Main issues, as the Inspector framed them

  • whether the site is suitable for residential development in terms of its location, land use and amount, with particular regard to development plan policies concerning the location of development
  • character and appearance of the area

What decided it

The unsustainable location of the development in open countryside, contrary to the spatial strategy of the development plan and Policy S5 of the Framework, which cannot be justified by the modest benefits of a single dwelling where the Council can demonstrate a five-year housing land supply.

The modest benefits of housing contribution and economic spend would not substantially outweigh the adverse effects arising from the unsustainable location of the development outside the settlement boundary.
