The significant housing land supply shortfall of 3.66 years, combined with the absence of harm to character, appearance, living conditions and European sites, meant the tilted balance under NPPF paragraph 11 favoured allowing the appeal despite conflict with the development plan's spatial strategy.
The conflict with the spatial strategy (limited weight due to significant housing supply shortfall) was outweighed by the modest benefits of housing delivery and support for a rural community under NPPF paragraph 79, with no significant adverse impacts on character, appearance, living conditions or European sites.
