the limited harms to character and appearance, to accessibility of services, and the less-than-substantial heritage harm did not significantly and demonstrably outweigh the significant benefits of market and affordable housing, live-work units, economic investment, open space and biodiversity net gain, so the presumption in favour of sustainable development applied and the appeal was allowed despite conflict with the development plan as a whole
