What decided it
The transport assessment was not sufficiently robust to allow the Inspector to be confident that the development would not result in a severe residual cumulative impact on the highway network, preventing a proper planning balance.
The benefits of the development would weigh significantly in favour, but because the level of harm from highway impacts and AONB tranquillity could not be robustly established, no planning balance of harms against benefits could properly be undertaken, and the appeals failed for this reason.
