The tilted balance under paragraph 11(d) was engaged because the Council could not demonstrate a five-year housing land supply and its key housing policies were out of date, and the significant housing, economic and environmental benefits outweighed the moderate landscape harm.
The benefits of market and affordable housing delivery, economic, social and environmental gains carried significant weight and were not significantly and demonstrably outweighed by the moderate harm to character and appearance, so the presumption in favour of sustainable development applied and permission was granted.
