The conflict with the local development strategy, particularly the significant weight attached to conflict with JCS Policies 1 and 6 and moderate weight to conflict with DM DPD Policy GC2, combined with the limited weight of housing and self-build benefits, resulted in adverse impacts that significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole, such that the presumption in favour of sustainable development did not apply.
