The considerable and significant benefits of meeting an identified employment land need and supporting economic growth, together with other moderate-weight benefits, outweighed the moderate-weight conflict of the proposal with the development plan's Strategy for Development, justifying the grant of permission otherwise than in accordance with the development plan.
