The adverse impacts of the development, particularly the conflict with policies SP2 and ST1 promoting sustainable development and sustainable transport, significantly and demonstrably outweighed the benefits of one additional dwelling and heritage asset enhancement; the presumption in favour of sustainable development did not apply.
