What decided it

The failure to submit a Flood Risk Assessment and sequential test to demonstrate that the site within the Basingstoke Upstream Critical Drainage Area is an appropriate location and that no suitable alternative sites at lower flood risk are available, contrary to Policy EM7 and NPPF paragraph 159.

The small contribution to housing provision and social and economic benefits were outweighed by the failure to demonstrate that the development is in an appropriate location having regard to flood risk policies, which provides a clear reason for refusal under NPPF paragraph 11(d)(i), disengaging the presumption in favour of sustainable development.
