What decided it

The proposal failed to demonstrate it passed the flood risk sequential test (and, in the alternative, the exceptions test), given its location in Flood Zone 3b once climate change was accounted for.

The scheme's economic and environmental benefits (increased employment, tourism, tidying the site) did not outweigh the increased flood risk and landscape harm, and so did not justify a decision other than in accordance with the development plan.
