What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the absence of significant landscape harm to the AONB and the limited nature of the conflict with the development plan strategy, meant the presumption in favour of sustainable development applied and outweighed the conflict with the development plan.
The modest contribution of one dwelling to housing supply (given significant weight) and modest economic benefits were weighed against the conflict with Core Policies 1, 2, 60 and 61 regarding settlement strategy and accessibility; the adverse impacts did not significantly and demonstrably outweigh the benefits, and the presumption in favour of sustainable development applied.
