The very significant benefits of delivering 233 purpose-built student accommodation units and other regeneration benefits outweighed the limited adverse impacts arising from the proposal's failure to achieve exemplary tall-building architecture and design review.

The very significant weight afforded to the benefits (233 PBSA units, brownfield redevelopment, employment, public realm and other benefits) outweighed the moderate weight given to conflict with design/design-review policies, and the proposal was found to accord with the development plan as a whole.
