What decided it
The failure to accord with the development plan in respect of living conditions for future occupants, heritage harm to the conservation area, and adverse effects on neighbouring living conditions, with insufficient public benefits to outweigh these harms.
The less than substantial harm to the conservation area and setting of listed buildings, combined with inadequate living conditions for future occupants and adverse effects on neighbouring properties, was not outweighed by the public benefits of retirement housing provision, affordable units, and bringing a vacant site back into productive use, which were insufficiently evidenced.
