What decided it
The absence of sufficient ecological information to rule out potentially significant harm to protected species, particularly bats, meant the proposal conflicted with saved Policy CL8 of the Mid Suffolk Local Plan and the Framework's requirement that significant harm to biodiversity must be avoided, adequately mitigated, or compensated for.
The modest economic benefits arising from the development and operation of the lodges did not cumulatively outweigh the development plan conflict, particularly the inability to rule out harm to protected species.
