What decided it

The harm caused by the proposal failing to conserve or enhance the landscape and scenic beauty of the AONB, as an area of particular importance under paragraph 11d(i) of the Framework, was not outweighed by the moderate benefits of housing delivery.

The moderate benefits of housing delivery (including contribution to housing land supply shortfall, accessibility, design quality, and economic benefits) were outweighed by the significant harm to the character and appearance of the area and failure to conserve or enhance the landscape and scenic beauty of the AONB, which is an area of particular importance under paragraph 11d(i) of the Framework.
