• whether or not the proposal would be inappropriate development within the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies

• the effect of the proposal on the locally listed buildings and the character and appearance of the area, with due regard to the location of the site in the Church Road, Windlesham CA
• the effect of the proposal on highway safety with due regard to the provision of off-street car parking and turning
• the effect of the proposal on the living conditions of occupiers of neighbouring properties with particular reference to privacy
• If the proposal would be inappropriate development, whether or not the harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances necessary to justify the proposal

What decided it

The proposal constitutes inappropriate development in the Green Belt with disproportionate additions to the original buildings, harms the openness of the Green Belt, and causes less than substantial harm to the conservation area and non-designated heritage asset which is not outweighed by public benefits, and no very special circumstances exist to justify approval.
