What decided it
The material harm to character and appearance caused by the incongruous plotting, scale, massing and layout of the proposed dwelling, which would create a discordant and intensively developed appearance in conflict with the spacious, verdant character of the surrounding area, significantly outweighed the benefits of housing supply and family support.
The benefits of housing supply (moderate weight), family support (limited weight), and the absence of harm to living conditions (neutral) were significantly outweighed by the considerable weight attached to material harm to character and appearance, resulting in the adverse impacts being the prevailing consideration.
