What decided it

The narrow front facades and narrow plot widths of the proposed dwellings would be incongruous within the street scene and would erode the characteristic pattern of large wide-fronted buildings, causing harm to character and appearance that outweighs the modest benefits of the development.

The harm to character and appearance of the area outweighed the modest socio-economic benefits of providing one additional dwelling and construction employment, and the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework.
