The proposal fails to make efficient use of an allocated housing site by proposing significantly fewer dwellings than the site allocation indicates, without robust evidence that a higher density cannot be achieved, thereby prejudicing housing delivery and conflicting with the development plan taken as a whole.

The limited benefits of elderly persons accommodation were significantly and demonstrably outweighed by the significant harm arising from conflict with Local Plan policies S1, HC1 and HC2 requiring efficient use of allocated housing land, particularly given the Council's lack of five-year housing land supply.
