What decided it
The sandwiching situation created by the proposal's location adjacent to and to the rear of other HMOs, combined with the existing severe parking pressures and the lack of mitigation measures, would cause unacceptable harm to neighbouring living conditions and highway safety that outweighed the limited housing benefits.
The limited benefits of providing one additional bedspace in a sustainable location were significantly and demonstrably outweighed by the adverse effects on the character of the area and living conditions of neighbouring residents when assessed against the policies in the Framework taken as a whole.
