The Council's inability to demonstrate a five-year housing land supply triggered the tilted balance, and the significant benefits of providing 24 additional care bedspaces for older people, combined with the acceptable design and mitigation of neighbour impacts through conditions, decisively outweighed any adverse effects.
The benefits of 24 additional bedspaces for older people, freeing up standard housing to the wider market, economic benefits through employment and investment, and the previously-developed location within a built-up settlement significantly and demonstrably outweighed any adverse impacts when assessed against the National Planning Policy Framework as a whole under the tilted balance.
