The Inspector's observation of numerous unoccupied parking spaces on nearby streets during the site visit, combined with the Council's failure to provide firm evidence of parking pressure levels or detrimental effects on highway safety and residential amenity, demonstrated that the disputed conditions were not necessary to make the development acceptable in planning terms.
