What decided it

The Council's inability to demonstrate a five-year supply of deliverable housing sites, combined with the absence of any conflict with the development plan and the modest contribution to housing supply, engaged the tilted balance under paragraph 11 of the Framework in favour of the proposal.

The benefits of housing delivery and economic investment, weighted against the absence of any adverse impacts that would significantly and demonstrably outweigh those benefits, resulted in the presumption in favour of sustainable development applying.
