What decided it

The serious harm to the character and appearance of the area from the proposal's height, scale and massing, rendering it a development that was not well-designed and which paragraph 134 of the Framework required to be refused.

The very significant benefits of housing delivery and affordable housing provision were outweighed, under the tilted balance of paragraph 11d(ii) of the Framework, by the serious harm to character and appearance and the moderate harm to living conditions, such that adverse impacts significantly and demonstrably outweighed the benefits.
