What decided it

The proposal would adversely affect the integrity of the Arun Valley Special Area of Conservation, Special Protection Area and Ramsar Site through increased water abstraction, as water neutrality had not been demonstrated, and this protection of European Protected Sites provided a clear reason for refusal under Framework Footnote 7.

Although the housing land supply shortfall and efficient re-use of an existing building weighed in favour of the proposal, the adverse effects on European Protected Sites and conflict with the development plan's spatial strategy for housing outweighed these benefits, and the presumption in favour of sustainable development was displaced by the protection of areas of particular importance.
