The permanent loss of open fields and introduction of discordant scale development would erode the rural character and spaciousness of the village and enclose the conservation area, resulting in less than substantial harm to the heritage asset that was not outweighed by the public benefits of the proposal.
The less than substantial harm to the significance of the Soulbury Conservation Area and the rural character of the area was not outweighed by the moderate benefits of housing supply, local economic support and infrastructure contributions, given the Council's demonstrated 5.2-year housing land supply.
