What decided it

The change of roof material from thatch to tile would fail to preserve or enhance the character and appearance of the conservation area and would harm the special interest of the adjacent listed building, contrary to sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and the development plan, with insufficient public benefits to outweigh the identified harm.
