The considerable visual harm to the character and appearance of the Peak District National Park caused by the siting, appearance and scale of the proposed building outweighs the functional necessity to enable farming, in accordance with NPPF paragraph 176 which requires great weight to be given to conserving landscape and scenic beauty in National Parks.
