What decided it

The proposal could adversely affect the integrity of the Wealden Heaths Phase II Special Protection Area with no mitigation measures secured, which is an overriding consideration that cannot be outweighed by the public benefits of housing delivery.

The provision of much-needed homes in a sustainable location and area without five-year housing supply (significant weight) was outweighed by: the overriding concern regarding potential adverse effects on SPA integrity with no mitigation secured; unacceptable standard of accommodation for future occupiers; unacceptable harm to neighbouring living conditions; and less than substantial harm to designated heritage assets (Conservation Area and listed building setting) to which great weight must be given under Framework paragraph 205.
