The proposal would cause significant harm to the character and appearance of the Brunstead Road Conservation Area that would not be outweighed by the public benefits of providing an additional home, particularly given the dwelling's incongruous proximity to the highway contrary to the area's defining characteristic of houses set well back from the road within generous, maturely landscaped plots.
The social benefit of providing an additional dwelling and small economic benefit from construction were outweighed by substantial environmental harm to the conservation area's character and appearance, such that the adverse impacts significantly and demonstrably outweighed the benefits and the presumption in favour of sustainable development did not apply.
