The proposal would add to an already significantly breached 10% HMO threshold (currently at 26.5%), further imbalancing the housing mix and detrimentally affecting the character of the area, contrary to Policy 16 of the County Durham Plan which does not permit such change of use where the threshold is exceeded unless an exemption applies, which it does not here.
