The appellant failed to prove on the balance of probabilities that Conservation Area Consent 1173/2001/OKE provided for the further demolition of buildings beyond those identified in the original consent, particularly given the absence of the critical drawing from the conservation consent file and the evidence suggesting the consent was limited in scope and had been substantially completed.
