The significant harm to the character and appearance of the conservation area and its setting, and to the AONB, arising from the contemporary design and extensive glazing creating light pollution, was not outweighed by the public benefits of providing an additional dwelling.
The provision of an additional home and time-limited economic benefits were outweighed by the significant harm to the conservation area and its setting; the harm to the AONB and designated heritage assets provided clear reasons for refusal under paragraph 11(d) of the Framework, displacing the presumption in favour of sustainable development.
